I don't know if other Valve games are like this but in L4D2 I could never import my sprays as I would always get a "Corrupt File" message even if the .jpgs were 256x256, etc... I know CS:S doesn't have this issue and I dont know about TF2 but it was quite annoying in L4D2.
So, after some awesome 1 minute Google action I found this thread:
